This is Jay Chattaway's music from Maniac Cop. Written by Larry Cohen and Directed by William "Anchor Bay/Blue Underground" Lustig.
For reasons unknown to me, I have never seen Maniac Cop. It stars Tom Atkins, Bruce Campbell, Robert Z'dar and goddamn Shaft in Africa himself Richard Roundtree and I've never bothered to see it. Even with such a star-studded cast (I'm not being sarcastic, I love those guys) I've never put any effort forth to try and check it out.
I have seen Psycho Cop II, maybe that experience was bad enough to put me off lunatic cop movies. I don't know, I'll let you guys decide if I should check out Maniac Cop:

Oh my god, how is it that you've NEVER seen this awesome film?!
I bought the special edition a few years ago and it is AWESOME. The later sequels were all sorts of weird, but I love part one a whole bunch.
I agree, check out the extended version wíth the commentary by Larry Cohen & Bruce Campbell.
